ICE / USMS Federal Transfer Paths
A Madison County Jail disposition that says released to ICE or USMS records the end of county custody and the start of a federal handoff. It does not prove that the person returned to the community. ICE custody is civil immigration detention. USMS custody is connected to federal prisoner processing, court appearances, pretrial detention, and transport. A later sentenced federal prisoner may enter BOP, but a person held only by USMS may never appear in BOP's locator.
Ask the Madison County Sheriff's Office for the actual release or transfer time, disposition code, code definition, and receiving agency. Then continue in the named federal system. If the county record says only “federal,” request the agency name and any prisoner, A-number, register, or case identifier attached to the movement.

Confirm an ICE Custody Release
The ICE Online Detainee Locator accepts two main searches. An A-number search uses the nine-digit number plus country of birth; a shorter A-number may need a leading zero. A name search requires the exact first and last name plus country of birth and can add date of birth. The system does not display people under 18.
- Obtain the exact name, country of birth, date of birth, and A-number when available.
- Search by A-number first because it is more precise, then try the exact name route.
- Compare the result with the Madison County transfer date and identity details.
- Call DRIL when the locator is unclear or a recent release needs context.
- Request the underlying record when a formal release destination or date is needed.
ICE describes the locator mainly for current detention and, in attorney resources, people released from ICE within the last 60 days. Treat that recent history as limited. An absent result can reflect spelling, A-number errors, age limits, transfer, removal, release outside the visible period, or another scope limit. It is not automatic proof of community release.
Preserve the exact spelling and country of birth used in each search. Confirm a USMS Release
USMS prisoner operations use an internal Prisoner Tracking System with custody, housing, processing, and disposition information. USMS does not publish a public name-based historical released-person search. A person in federal pretrial custody may therefore have no public locator result even when a federal docket documents detention and release orders.
- Search the federal docket for detention, bond, release, commitment, and sentencing orders.
- Identify the federal district, case number, full name, birth date, and prisoner number if known.
- Check BOP only if the person may have entered sentenced BOP custody.
- Submit a focused USMS FOIA request for custody, transfer, and disposition records.
- Compare the federal record with the Madison County transfer entry.
A federal court order states the legal action, but the USMS record is the better source for physical custody movement. BOP can later confirm release from BOP custody if the person entered that system. Keep those sources distinct.
Federal docket entries can precede the actual movement. Another order, warrant, or hold may change the result after a judge authorizes release. For that reason, record the order date, the USMS disposition date, and any receiving agency separately. If a sentence later commits the person to BOP, use the register number and BOP locator for that stage rather than asking the county or USMS docket to prove the later prison release.
Madison County ICE Release Detainers

A person can leave Madison County Jail for USMS, later enter BOP after sentencing, leave BOP on a past release date, and begin federal supervised release. An immigration hold could change the destination at a later stage. A single word in one system cannot replace that chain.
The strongest confirmation pairs the Madison County movement entry with the federal record for the next stage. Save the agency name, date, identifier, and event type. If the event says transfer, follow the receiving system rather than describing the event as community freedom.

A focused records request begins with identifiers. For ICE, include the full legal name, aliases, A-number, country of birth, birth date, Madison County transfer date, and detention location if known. For USMS, include the federal case number, district, prisoner number when known, arrest and custody dates, and the Madison County handoff information.
Ask for the actual date and time the agency accepted or ended custody, the location, event type, destination, and record that defines any disposition code. This sequence prevents a transfer from being reported as a community release. It also prevents a missing federal locator result from being treated as proof that custody never occurred.
