District 12 Release Status

District 12 / Farmington Community Supervision Center is part of the Missouri Department of Corrections Division of Probation and Parole. It serves St. Francois, Ste. Genevieve, and Madison counties. Its role is community supervision and structured residential support for some clients, including people who have left a state institution. A person at the center or reporting to District 12 is outside Madison County Jail custody but may remain under MODOC authority.

Probation, parole, and conditional release have different origins. Probation comes from a court order and may avoid or follow a custody period. Parole follows state imprisonment by Board action. Conditional release is a statutory part of some prison sentences. None means the same thing as release from Madison County Jail, and none automatically means final discharge from corrections control.

A supervised community portion tied to the sentence structure and minimum release framework.

Probation

Court-ordered supervision that may occur without a state prison term in the case.

Discharge

The end of the applicable supervision authority, which must be confirmed separately from prison release.

Confirm District 12 Supervision

Use the interactive MODOC Offender Search when a person may still be incarcerated or under active field supervision. The tool accepts first and last name, can account for aliases, and requires a CAPTCHA. Compare the DOC number, date of birth, conviction county, and case facts. A field assignment can support community supervision, but the assigned officer or office should confirm the current status.

1. Search the active MODOC system by the person's full name and known aliases.
2. Match more than a name, using DOC number, birth information, cause number, and Madison County case facts when available.
3. Call District 12 and ask whether supervision is active, its type, the supervising office, the release or start date, and whether final discharge occurred.
4. If the interactive search has no result, check the nightly Sunshine data because discharged offenders are expressly excluded from the active tool.
5. Request a formal supervision, release, or discharge record from the MODOC records custodian when an official document is needed.

The Madison County probation and parole route gives more context on verification and discharge. A missing active result alone is not proof of discharge. Spelling, aliases, status, lawful restrictions, and the tool's scope can all affect retrieval.

District 12 Records Contact

The official District 12 guide identifies the Farmington office and a separate Madison County alternate reporting site. Call the main office before visiting because officer schedules vary. The guide describes core office hours and at least one monthly weekday with later availability, but an individual appointment may not match those general hours.

For central confirmation, MODOC P&P Central is available at 573-751-8488. The after-hours emergency command center is 888-869-3195. These are agency and emergency routes, not substitutes for the assigned officer's directions or a public name-search portal.

District 12 Public Record Fields

MODOC states that public P&P information can include the present offense, sentence and judgment, conviction county, supervision term and conditions, confirmation of supervision, officer and office location, custody or bond status, parole or conditional-release date, Board release decision, and prior convictions. Disclosure remains subject to law and agency policy.

For offender and release records, write OD.SunshineRequest@doc.mo.gov. For Parole Board records, use ParoleBoard.SunshineRequest@doc.mo.gov. Supply the person's name, DOC ID, case number, and Madison County connection. Ask for actual institutional release date, release mechanism, supervision start and end dates, final discharge date, and records that explain any change to minimum or maximum dates.

Public confirmation should keep the stages separate. An institutional release date shows when prison custody ended. A field assignment shows that MODOC supervision may still be active. Final discharge shows when the relevant correctional authority ended. If the nightly Sunshine data contains several sentence rows, review each cause number and completion flag rather than treating one completed row as a person-level discharge certificate. District 12 or the records custodian can resolve conflicts among the active search, sentence rows, and the supervising office’s record.

No statewide public list of all MODOC absconders was located. The Missouri registry’s absconder label applies only to the narrower group legally required to appear there. For an ordinary District 12 status question, ask the agency about active supervision, office assignment, custody or bond status, and final discharge. Do not generalize a registry result or absence to every probation, parole, or conditional-release client.

Madison County District 12 Reporting

District 12's official guide identifies a Madison County alternate report site at the Madison County Sheriff's Department, 124 N. Main Street in Fredericktown, with local reporting number 573-783-7091. This is a distinctive local access point because the main District 12 office is in Farmington, outside Madison County.

The alternate site is not a public lookup desk, a county jail release archive, or proof that every Madison County client reports there. Its use may depend on the officer and appointment. Call District 12 before treating it as the required location. The sheriff's ordinary jail number and the alternate P&P reporting number serve different functions.

A person reporting at the sheriff's building can still be under MODOC community supervision rather than Madison County Jail custody. Verify the legal status with District 12 and the MODOC record. Physical presence at one building does not merge the two agencies' records.

District 12 Release and Discharge

MODOC's two official search routes answer different questions. The interactive search covers people currently supervised by MODOC and expressly excludes discharged offenders. It may show an active parolee or conditional-release client after prison release. The nightly Sunshine database includes current and prior supervision with data reaching back as early as 1974.

The nightly file is sentence-row based. One person can have several rows, and a completed flag on one row does not prove all cases or supervision ended. Official fields include DOC ID, assigned place, cause number, offense county, sentence dates, probation information, Completed Flag, Sentence-I Minimum Release Date, and Sentence Maximum Release Date. Review all matching rows and request confirmation when they conflict.

Earned Compliance Credit can shorten eligible community supervision, but it is not prison good time. No credit accrues while the person is in custody or absconding. Final early discharge should be confirmed with the supervising office or the court or Board record that authorized it.

District 12 Release Detainers

An ICE detainer is most relevant before a person reaches District 12, when a jail or prison is deciding what custody follows the scheduled release. ICE may request notice and up to 48 additional hours so DHS can assume custody. No Madison-specific ICE contract was found, and District 12 should not be described as an immigration detention site.

If a Madison County Jail or MODOC record says the person was transferred to ICE, that transfer may prevent the expected start of ordinary District 12 community supervision. Confirm the receiving agency through the ICE locator and DRIL, then ask MODOC whether the supervision start or reporting instruction changed. A detainer request alone does not prove ICE took custody.

USMS custody is separate. A federal hold or transfer can also interrupt the expected community path, but USMS has no public released-person locator. Use the federal docket, BOP if the person entered BOP custody, and USMS FOIA for the custody record. District 12 can confirm its own supervision status, not the full federal movement history.

District 12 Custody Versus Release

The Farmington Community Supervision Center can provide structured residential supervision for some clients, yet it remains part of the state community-corrections system. It is not Madison County Jail, and it should not be searched like a local booking facility. No general released-inmate feed or roster is attached to the center in the research.

An absconder is a person whose required supervision whereabouts or compliance status is unresolved, not a synonym for anyone released from custody. No official statewide public MODOC absconder-name list was found. The Missouri sex-offender registry has an Absconder status only for people within that narrower registry population and cannot be generalized to all District 12 clients.

For a custody release, obtain the originating jail or prison movement record. For present community authority, contact District 12. For final discharge, use the MODOC supervision record and the court or Board action. Those three stages keep local custody, active state supervision, and the end of state authority distinct.
